Dr Gonsalves noted that the government has factored into the public policy the people’s love for Christmas and the attendant cultural affinities. He gave a list of the national sweetness that is provided each year, by the government for Vincentians.
Meanwhile, the twelve Tribes of Israel Rastafarian Organization will also hold an Old Year event to be held at Upper Cane Hall commencing at 8:00 pm.
Churches across the state will also hold their Annual Old Years services in Thanksgiving to mark the end of another year while other activities will be held in other communities.
Present at the signing were the Manager of the Central Water and Sewerage Authority, Garth Saunders, Bentley Browne, CEO of the Social Investment Fund, President of the Central Kingstown Development Organization, Leroy Rock and secretary of CKDO Edlena Adams.
Other projects to be undertaken will be the construction of a toddler’s park as well as the renovation of the Redemption Sharpes Playing Field, using ALBA Funds. There will also be the reconstruction of two roads in the Trigger Ridge Area.
Ambassador John says they plan to involve schools in the sensitization exercise, which was officially launched in June this year. The Heads agreed to the launch of a campaign of public education and consultation, which they said should include opposition political parties, national cabinets, parliaments and all sections of the public.
The Candlelight Memorial started in 1983, and is a program of the Global Health Council. It occurs every third Sunday in May, to honor the lost, support the living, and mobilize communities to action against the disease.
Town Planner in the Physical Planning Department, in the Ministry of Housing Anthony Bowman said this is necessary to reduce the environmental and traffic hazards associated with the illegal dumping of vehicles and scrap metals.
Discussions were held with various stakeholders and as a result Bowman said that the department has agreed to give the owners of these items a reasonable timeframe in which to remove them.
Mr. Bowman also disclosed that the department has also made a number of recommendations in an effort to tackle the problem associated with used oil and tyres at garage operations.
Corporal King said that this can be attributed to the regular patrols done by members of the Department, as well as the public awareness programs aired on Radio stations throughout the state.
He said that there was a dramatic decrease in the number of vehicular accidents this year in comparison to the same period last year, but however there was a slight increase in the number of injuries during the period and he is encouraging motorists to adhere to the rules of wearing seatbelts and helmets.

Chairman of the International Airport Development Company, Dr. Rudy Matthias, said the Cubans have done an excellent job so far on the project. Dr. Matthias said when the Cuban team returns to the state, to resume work on the project, they will be accompanied by two Cuban Road Engineers.
These two Engineers will be providing assistance in the construction of the Stubbs-Mt Pleasant road, which is being carried out as part of the project. Dr. Matthias said the Airport Project is on target for completion in 2011. The estimated cost of the project is EC$589 million.
The project is being carried out with assistance from a number of coalition partners of the Government of St. Vincent and the Grenadines, including Cuba, Venezuela, Austria, Taiwan, and Trinidad and Tobago. Financial assistance is also being sought from the Caricom Petroleum Fund.
The activities continue today with the senior citizens of the community being taken on a tour and will be given lunch and will be entertained as well. On Wednesday the group will host a candle light march and an Old Years Service.
Mrs. Clarke went further to state that on New Years Day a Picnic will take place along with water sports during the course of the day and at 6:00 pm there will be a concert and Food Fair at the Layou Playing Field. She also noted that the group will be hosting on January 2nd a back in time Cultural Night at the Water Front on January 2nd and that will culminate the week of activities.
December 29th 2008 Edition
Dr Gonsalves said that his administration has made significant progress in keeping debt levels in check. The Prime Minister also indicated that government will be focusing on efficiently servicing the current debt in the New Year.
In his Budget Address for 2009, the Prime Minister said debt servicing will consume about $121 million, representing a three-percent decline from 2008.
The CDB says an efficient and modern maritime sector, is important for the economy, and the need to provide adequate and appropriate port facilities for both passengers and cargo, make it necessary to examine port development in a state-wide context. This will be done with a view to meeting existing demand and projected increases in demand, which are likely to result from developments during the first half of the 21st century.
Physical facilities at Port Kingstown have deteriorated to the extent that all container/cargo operations, with the exception of banana-related cargo, have been moved to the Campden Park Container Port.
Phase one of the project will consist of a rationalization study, together with a master plan for port development in St. Vincent and the Grenadines. Phase two will consist of a framework of development plans for Port Elizabeth Harbour-Front in Bequia, providing for future landside and marine development at the port.
Peters said that a great deal of interest have been shown by the media the year for the festival and expressed gratitude to the media houses. He said that the wide media coverage would not only give mileage to the festival but will also help to enhance the tourism product here and it is being done at little or no cost.
Meanwhile Minister of Culture Hon Rene Baptiste said that she is overwhelmed with the overall response of the festival this year. Minister Baptiste said that the quality of the festival this year grew tremendously. She also made an appeal for peace and tranquility for the rest of this year and for 2009. Baptiste also sounded a call for meaningful ideas and suggestion to be issued to the Ministry of Culture by the general public, to improve and develop the festival, so that the standard can be lifted.
The Prime Minister also indicated that the Tourism Authority will become operational by January 1st 2009.
The related matters to be noted include the level of fees to be charged and the trends in the market that could affect regulation of the band. The objective of this consultation is to gather the views of the stakeholders as it relates to the 700 MHz band which will then be recommended by ECTEL for adoption by the ECTEL member states.
To facilitate this consultation process a consultative document for the 700 MHz band consultation has been prepared by ECTEL. Stake holders are being urged to give their comments on the consultative document. The consultation began on December 22 2008 and will run until January 20th 2009. Reply to the comments would be from January 23rd to February 6th 2009.
According to Chairman of the National Nine Mornings Committee Michael Peters, the Awards Ceremony is planned for Saturday January 10th. The event will take place at the Cruise Ship Terminal in Kingstown, from two in the afternoon. Peters said the National Nine Mornings Committee will also be meeting soon to discuss the 2009 Festival.
Peters had earlier described the festival as being quite a success, as there was overwhelming support from both nationals and visitors. He also invited the public to submit ideas, criticism and general comments to the Nine Mornings Committee for the further development of the festival.

Prime Minister Hon Dr Ralph Gonsalves said that the global financial crisis will have an impact on the local economy but assured Vincentians that we will be able to weather the storm.
In his brief address to the elderly Vincentians he conveyed those best wishes from the Prime Minister, the Minister of Foreign Affairs, Commence and Trade and the government. He thanked them for the contribution they have made, and continue to make to their homeland.
He explained that the government recognised the part they have played in the development of their country and that is why the Prime Minster is keen to strengthen the bonds between nationals at home and abroad.
The High Commissioner referred to various developments now taking place in St Vincent and the Grenadines and when mention was made of the airport development, there was much excitement and drew the comment from one elderly Vincentian that ‘When the airport is complete they will be able to go home without any hassle’.
At the end of the short address the High Commissioner had lunch with the elderly Vincentians who expressed their appreciation of the visit and hoped the High Commissioner would come to see them again. The High Commissioner promised to do so and wished them a happy Christmas and good health in the New Year.
The results were announced this morning at the climax of the 2008 National Christmas Nine Mornings festival. This morning also saw the climax of Nine Mornings activities throughout the rest of the country.
Prior to the climax of the festival Micheal Peters of the National Nine Mornings Committee had reported that he is quite pleased with the response from the general public especially the returning nationals and visitors. Peters also expressed hope that the appreciation for the festival will grow.
Some 200 unfortunate children will receive Christmas gifts from the cruise line through the Grand Princess ship, which will be in port Kingstown on December 27th. Crew members of the ship including Santa Claus will be on location at Victoria Park to give gifts to the children. The event will commence at 2:00pm.
Mrs. Dougan said the agency will aid in providing further training in a number of areas. She further noted that when this agency is established lifelong education will be the order of the day.
A 700 MHz Band consultative document is being conducted to examine the allocation and frequency assignment in the band. Also the results for 2008 VINLEC Community Lighting Competition will be announced at tomorrow morning’s activity. The Judging commenced on Friday night and was done in the different zones every night since then.
The final zone to be judged is the Kingstown zone, stretching from Questelles to Calliaqua which will be judged tonight. The village of Rose Bank on the leeward side of Island is the defending champion.

Clouden was shot by the Guardsman security during the attempted robbery and is still a patient at the Milton Cato Memorial Hospital. Chief Magistrate of the Serious Offenses Court, Sonia Young, says she will grant bail to Billingy next week Monday.
According to Lennox Lampkin, an official of the organization, this umbrella organisation will support a number of user specific interest groups, help to drive ICT development at a National Level and conduct ICT training at the community level.
Mr Lampkin said that their intention is to create a relaxed learning environment where experiences are openly shared so persons can transform their hobby into a lifelong learning experience.
He said they will be focussing on Digital Photography; Filming and amateur video production; Beginners User group; Genealogy user group; Open Source User Group and Networking user group. Each user group will set up its own basic rules and meeting times.
When the police arrived on the scene they found the youth with a .22 firearm in his hand, which he claimed he found while on his way to school. The schoolboy pleaded guilty yesterday to the charge of gun possession and his sentence has been deferred.
The final of the Police Christmas activities will be held today in the form of a thanksgiving service at the Old Montrose Police station. Today’s activity was scheduled to begin at 4:00 this evening.
Sergeant Jonathan Nicholls of the Royal St Vincent and the Grenadines Police Force dubbed the concerts a huge success and stated that the police band is an integral part of the public relations drive of the RSVGPF. He also issued a call for persons in the community to continue to cooperate with the police.
When Gellizeau appeared in court yesterday with his lawyer Kay Bacchus-Browne, he pleaded not guilty. Kent Andrews of Trinidad and Winston Robertson of Bermuda are now on remand at Her Majesty’s Prison charged with the same offense as Gellizeau.
James says of all the programs, thus far this program has come the closest to train and retool persons who have been affected by the decline of the Banana Industry. Mr. James noted that the courses also met the mandate of training persons in rural communities.
These sentiments were expressed at the recently held graduation ceremony for 59 persons, who participated in the training programs which were conducted in Basic Plumbing; Basic Sewing and Drapery; Pattern Cutting and Dressmaking and Leather Craft Designs.
He said that the several kinds of housing programmes that have been implemented and have had a significant impact on persons here, especially women. He therefore threw out a challenge to women’s group and or organisations to conduct a national study on government’s housing programme.

Thomas also said that the NIS will be partnering with other entities, for senior citizens lines, and more hassle free services to be provided for the elderly and it will be working along with government, to ensure that the building codes are followed and all public buildings are accessible to the aged.
The judging continued on Saturday night for areas from the Marriaqua Valley to New Grounds; and yesterday it was the turn from Park Hill to Fancy. Tonight, some nine communities in Bequia and two in Union Island will be judged and the areas in Kingstown zone stretching from Questelles to Calliaqua will be the final ones to face the judges tomorrow night.
The villages will be judged on Impact, Creativity and Theme and will be done in five zones with zonal winners competing for the national title and the announcement will be made Wednesday morning. The North Leeward village of Rose Bank is the defending champion.
Daniel was selected by the Global Health Council on the basis of her leadership in the Candlelight Memorial, and general excellence in health and HIV/AIDS programming through her work as a communications specialist for the Ministry of Health and the Environment.
Daniel is a National AIDS coordinator who has responsibility for building networks and overseeing community coordinators in the country and lends national perspective and expertise to the overall development of the Candlelight Memorial, helping to mobilize and guide community coordinators and increase national awareness about the event.

The aim of the consultation was formulate a plan of action to regularize their operations. Country and Town Planner in the Physical Planning Department, Anthony Bowman, said the consultation follows a recently concluded study, which highlighted the negative impact of such operations on health and well being of citizens.
Mr. Bowman said efforts will be made to regularize the operations of roadside garages in an effort to reduce the environmental hazards and to enhance the delivery of services.
PM Gonsalves established that public employees under the Reclassification Exercise will be paid an aggregate of four million dollars arising out of the Joint Evaluation and Appeals processes from the first phase of the Reclassification Exercise.
All central Government employees will receive a tax free bonus of two-hundred and fifty dollars if they work in excess of one-hundred and fifty days per year. Those who work up to one-hundred and fifty days with a minimum of one hundred days will receive one-hundred and twenty-five dollars.
The Treasury Department has also announced that payments for all claims for the Ministry of Transport and Works will be paid at the Ministry instead of the Treasury. Persons who receive financial assistance from the Government and the National Insurance Services will receive a seventy-five dollar bonus in their December pay packets.
According to reports it was quite a chaotic moment in the court, when Justice Frederick Bruce Lyle handed down the sentencing on Samuel who was not satisfied with the ruling. Reports indicate that Samuel on hearing the sentence hurled threatening remarks at the judge and then wrestled with police officers, who tried to restrain him. He was however restrained and taken to Her Majesty’s prison.
Dr Gonsalves particularly called on self employed persons to get under the umbrella of the NIS as there are many benefits to be derived. Referring to records from the NIS Dr Gonsalves expressed dissatisfaction with the low number of fisher folk and domestic workers that are enrolled with the NIS and urged them to get on board.
Fifty nine individuals took part in the training programs which were conducted in Basic Plumbing; Basic Sewing and Drapery; Pattern Cutting and Dressmaking and Leather Craft Designs. Speaking at the event Chief Education Officer Susan Dougan issued a call for person to get involved in the new field that has been introduced, autotronics. She said that this will give persons the opportunity to interface with technology.
Meanwhile Field Officer Kenneth King in the Adult and Continuing Education Division urged the graduands to continue to expand their knowledge in the various fields and noted that he will be monitoring their progress and also urged them to put what they have learnt into action to improve themselves as well as their families.
The training programs were jointly funded by the Government of St. Vincent and the Grenadines and the European Union, within the framework of the Education Support Program – SFA 2003. The programs was aimed at assisting the education sector in reducing inefficiencies and improve its effectiveness in providing appropriate education facilities to re-integrate the families previously active in the Banana Sector into a diversified economy.
Entertainment will be provided by Symphomix Steel Orchestra, Avenues Dancers and the Police Band. The funds raised at the game will go towards the Children’s Ward at the Milton Cato Memorial Hospital and the Liberty Lodge Boys’ Training Centre.
NIPI recently signed a contract with Accela Marketing of St Lucia. Accela is best known throughout the region for launching the Digicel brand throughout the OECS and in Barbados. Chairperson of the NIPI, Edmund Jackson stated that the NIPI is in need of an identity that is recognizable and dynamic and clearly indicative of St Vincent and the Grenadines as an ideal location for sustainable and rewarding investment for local and foreign investors.
Meanwhile Managing Director of Accela Marketing Agnes Francis thanked the NIPI for the opportunity to work on a project of such significance for St Vincent and the Grenadines. Francis explained that the exercise is more than a renaming exercise as it is about defining a unique market positioning for this country that commands the attention of potential investors to let them know that St Vincent and the Grenadines means business.
In 2007, the NIPI received a grant of EURO1.1 million from the European Commission. The funding will be used to conduct several activities aimed at creating economic diversification through private sector development. NIPI is responsible for attracting and facilitating investment. To date, the organisation has facilitated investment worth over USD 350 million.
Permanent Secretary in the Ministry Kenrick Glynn in his brief remarks outlined findings of a study that was conducted with regards to roadside garage operations here.
Glynn said that with the increased numbers of garages the problems have become pervasive and the Ministry must now respond appropriately to prevent further deterioration of the situation.
The 39 year old self employed man, Robert Isaacs, was presented with the food basket by Ms Kathleen Glasgow, on behalf of the Ministry’s Social Club, whose members contributed items and solicited the support of one business house, Star Agency. The items were valued at approximately four hundred dollars.
The house in which Mr. Isaacs, three adolescent children and their mother lived was gutted by a fire of unknown origin on October 22nd this year, with nothing saved. The children had received temporary shelter from a neighbour.
Minister Francis also stated that security measures will be put in place at this pound to protect the vehicles from burglars or any other harmful elements.
Port Police who won the Police Caroling contest took the second position, while the NCB Financiers took the third spot. The parliamentarians also gave a performance at the show, which was well received by the large crowd. There were other performances by local gospel bands and artistes and the Alliance Band featuring Skinny Fabulous.
A release from the NCCP states that a light should be left on in the house when leaving or a light timer be used to make the burglar believe that someone is at home. The release further cautioned that persons do not display gifts or anything of value in vehicles or outside the house, shop with a friend especially at nights and if alone walk in a crowd or near other persons.
The NCCP also advises that children know to go to a store employee or security, if lost. The NCCP also expresses thanks to the citizens of St Vincent for their support throughout the year and reminds the public of their theme, which is ‘Let’s work together to build a culture of peace.’
December 17th 2008 Edition
He was presented with a cheque by chairman of the National Lottery, Mr Murray Bullock. Christaline explained that the ticket was bought at the Chateubelair Tourism Office on Friday June 27th 2008, the said day of the draw, but when her brother contacted a lotto agent at Barrouallie some time after to confirm the numbers, he was given the wrong numbers, leading him to believe that he did not win.
However luckily for Mr Shoy he held on to the ticket. His sister drew his attention to an article in the Searchlight newspaper about the outstanding jackpot, and when he rechecked his ticket he realised that he was the winner.
The Shoys expressed much gratitude for their winnings and the cooperation of the National Lotteries Authority but stated that there are no immediate plans for the money.
The actual amount that the Shoys will receive is $ 531,900 as 10% government tax has been deducted. The winning numbers for the draw were 7, 15,30,33,36.
The press conference was held to put to rest rumours that floated around as a result of a Lotto draw that was held in June of this year and to also hand over the winning cheque of that draw to the winner.
Dennie also took the opportunity to thank the Vincentian public for their participation in the games that the National Lottery offers, which are Lotto, 3 D and Super Six. He said that due the overwhelming response of the public this year a record breaking one for the NLA. Mr. Dennie said that this has helped them to fulfill their mandate which is to provide funds for sports and culture here in St Vincent and the Grenadines. General Manager of the Lottery Mr. Mc Gregor Sealy also expressed gratitude to the general public for their response.
Sgt La Borde also issued a warning to businesses to put proper measures in place to prevent shoplifting. He cautioned the business houses especially the store operators to be on the look out for persons who enter the stores in groups. He explained that one person in the group would go talk to the sales person as a form of distraction so that the others can slip things into their pockets and bags.
He also maintained that members of the RSVGPF will continue to be vigilant in dealing with crimes and criminals here.
The call has come from Corporal Henry Providence, who indicated that measures are being put in place to ensure the proper management of traffic during the Christmas season. Corporal Providence also disclosed that pedestrian traffic is one of several areas of concern to the authorities.
It is being organized by the Pastoral Care and Counseling Committee of the St. Georges Cathedral in conjunction with other groups in the church. Dean of the St. Georges Cathedral, Reverend Patrick McIntosh, said activity forms part of the social outreach program of the Anglican Church. McIntosh said that the activity is aimed at providing comfort to the sick and shut-ins in their time of need and especially around this season.

Dr Gonsalves also gave an account of the poverty stricken conditions in which he grew up, stating that he never had the luxury of wearing a shoe to school, but that even in the humble and poor conditions and the very little education that his parents had they were able to instill in him the virtues of hard work and a sound. Dr Gonsalves has represented the constituency of North Windward for the past 15 years.
Ambassador Williams thanked Prime Minister Dr Ralph Gonsalves for his support and the work which he has started throughout the Caribbean region over the years. Ambassador Williams also noted that the Caribbean is one people with a common heritage and common issues and urged that we work together.
Twelve groups are down to come against the Fancy PTA who has held the title for the past three consecutive years. Some of the groups include the Western Carollers who placed second in the Police Caroling Contest, the Unity Carollers, Unity Youths, the NCB Financiers, Food City Carollers among others.
This year will also see the return of the parliamentarians who will make a guest appearance. There will be performances form the Twilight Gospel Band, the New Life Ambassadors, the Avenue Dancers, with the featured performance by the Alliance Band featuring the 2008 Soca Monarch Skinny Fabulous. Wednesday’s Caroling contest will commence at 8 pm. This year’s sponsors are Star FM, the National Lotteries Authority, Basil’s Bar, Y De Lima, We FM, Vita Malt SVGTV and Log Enterprises.

Minister of Foreign Affairs and Tourism in Grenada, Hon Peter David, who was also the guest speaker at the ULP’s 15th national convention congratulated PM Gonsalves for his forty years in politics and stated that his contribution to the struggles of the people not only in St Vincent but the wider Caribbean is acknowledged. David also applauded Dr Gonsalves for his contribution to Caribbean integration which he said is critical and said that he looks forward for further contributions in the future.
The Input Warehouse has also given the assurance that orders have already been placed with one of their suppliers, P.S. International, to supply brown sugar for the first quarter of 2009. Manager Lennox Francis said that this had become necessary after they were advised by the Guyana Sugar Corporation GUYSUCO that it would not be in a position to supply brown sugar to St. Vincent and the Grenadines for the first nine months of 2009.
GUYSUCO said its Company’s production estimate for next year falls short of the volume required for the European Union quota Markets for 2008-2009 Marketing year. As a result, GUYSUCO says it is unable to meet its obligations to CARICOM Countries.
Police Inspector Jonathan Nichols says the show was a huge success, with an overwhelming response from the public. Inspector Nicholls said that the next event on the Police Christmas Program is a Football Match this weekend, involving senior Police Officers and Barristers at law.
The game will be played at the Victoria Park on Saturday and the proceeds will go to the Children Ward at the Milton Cato Memorial Hospital and the Liberty Lodge Boys Training Center.
Mrs. Murray says they have provided sponsorship for individuals to take part in a number of events, including the Caribbean Gift and Craft Show, the Islands of the World Fashion Week and the Caribbean Leadership summit.
She said they also recently held an Agriculture Seminar and held talks with a Taiwanese delegation, to secure scholarships for some of the participants in the seminar.
Mrs. Murray said the project also provided sponsorship for the recently held Career Fair, and it is giving an opportunity to some twenty local businesses providers to gain accreditation under their Business Adviser Accreditation Program.

Nichols said while the Police are providing Christmas cheer, they are also appealing to the public to exercise caution during the Christmas Season and if they must consume alcohol to do so in moderation.
The Nine Mornings program will begin tomorrow morning at 4.00 am in Kingstown and across the country. This year will see two new exciting additions to the Kingstown program, with the return of bicycle and tri-cycle races around the Central Market area and car races on Bay Street.
The festival was launched on December 7th with a spectacular street parade and concert which drew hundreds of Vincentians into Kingstown.
The Nine Mornings festival now in its 10th year of redevelopment, is being held under the theme: “celebrating a Unique Vincentian Tradition”.

Meanwhile Manager of the CED Gateway Project Simone Murray, while making her remarks encouraged the persons who are already involved in the Gateway Project to continue and extended an invitation for interested persons to join before the end of September 2009.

While making her remarks at the ceremony, Minister of Culture Hon Rene Baptiste sounded an appeal for persons to settle their disputes in a peaceful manner, especially for this Christmas season, as she echoed that this is a time of peace and goodwill. She advised that peace reign in every area of life from the home to the workplace and on the streets.
The Sion Hill community which is also former community lighting champion is celebrating ten years this year since taking part in the competition and the committee endeavors to make this year’s lighting extra special in view of the milestone.
The special feature was the song contest where ten local bards competed. Micheal Johnson placed first and walked away with a cash prize of $1000, Sweet Sixteen was second pocketed a cash prize of $500 while Azara placed third with a prize of $300. This year’s theme is Fun, talent and creativity, celebrating ten years of lighting the Sion Hill community.

This evening, the village of Carriere which has won the Best Nine Mornings Community competition for three consecutive years will begin their season with a special harvest cantata and lighting ceremony from 7.30 pm.
Tomorrow, former national community lighting champion Sion Hill will turn on their lights at the intersection. They will be celebrating ten years of participation in the community lighting competition with a special concert that will include a Christmas song competition, performances by a number of top artistes and fireworks from 7.00 pm.
Also on Saturday night, Mt. Pleasant the defending zonal winner from Bequia will also light up. And, in Kingstown the RSVG Police Force will hold their caroling contest, featuring 10 choirs from various branches of the constabulary.
Then on Sunday, attention will shift to the Leeward side of the island when Layou and Coulls Hill light up with variety concerts being staged. From there, other communities will follow during the course of next week.
The Nine Mornings program will begin on the morning of December 16th from 4.00 am in Kingstown and across the country. This year will see two new exciting additions to the Kingstown program, with the return of bicycle and tri-cycle races around the Central Market area and car races on Bay Street.
The festival was launched last Sunday with a spectacular street parade and concert which drew hundreds of Vincentians into Kingstown.
The Nine Mornings festival now in its 10th year of redevelopment, is being held under the theme: “celebrating a Unique Vincentian Tradition”
The pageant will take place this evening at 7:00 pm at the North Union Secondary School. The show is aimed at bringing out the young people in the constituency and to help them to develop a positive sense of humour toward themselves and the society.
The five young ladies that will vie for the title are Lowmans Windward resident Kerlester Scott, Miss Paradise Investment Ltd; Shameika Latten, Miss Golden Rock Investment, hailing from Diamonds, Sapphia Harry, Miss Hadley’s Bloom, Kayannie Lewis Miss Creative Gardening and Landscaping and from North Union, Neisha Woodley, and Miss Star FM. Several local artistes will be making appearances at tomorrow’s event.

At a recent PSU meeting, Vanloo was confronted with a challenge of a future vote of no confidence and said he would vacate his office before such a motion is tabled. The PSU meeting was held without a quorum and ended abruptly.
Several choirs from within the Police Force, Auxiliaries, Prisons, Port Police, and Cadet Force are expected to challenge defending champions, Customs Carollers, for the title of Police Carolling Champs. Choirs will perform two songs, a traditional carol and an original Christmas song. A speech will also be rendered.
Speaking at the opening of the Fair yesterday, Chief Education Officer, Susan Dougan, said that many students are faced with anxiety at the end of their secondary school, stating that it is critical for students to know exactly what to focus on, while they are in school.
Dougan noted that making a career choice, is a major challenge for many students. The Career Fair was organized by the Ministry of Education and is aimed at sensitizing students about the need to plan for their future career.
Senior Education Officer, Carlton Hall, who also addressed the opening informed the students about the difference between a job and a career and also advised them to plan wisely for their career. Hall noted that the fair is the response from the Ministry of Education, to school leavers who often times find themselves looking for a job rather than a career. He also urged them to use the information gained to make the right choices.
Booths, at the fair included media, law enforcement, legal, telecommunications, the hospitality industry, banking and finance and technical and vocational.
On hand to witness the handing over of the beds were Hospital Administrator Fitz Jones, Staff Nurse Morvette Nash and a representative from the Administration Office, Nurse Anita Williams. Jones said that the beds will go a long way in improving the service provided at the Hospital, noting it is good that there are corporate citizens saw the need of the hospital and without an appeal from the hospital, responded to the needs of the Hospital.
A release from VINLEC states that the company is pleased to announce that the Fuel Surcharge Rate applicable on December bills is 37.34 cents, 17% less than last month’s figure which was 44.86 cents. The release said the decrease is as a result of the downward trend in fuel prices following record increases since the start of the year.
Vinlec used the release to encourage customers to conserve energy in an effort to reduce consumption and says it will continue to monitor the developments in the international market and keep customers abreast with these developments.

He also disclosed that Government Employees will again receive a Christmas Bonus this year, of $250 tax-free, if they work in excess of 150 days per year.
Also, over seven thousand citizens who receive public assistance from the government and those who receive non-contributory pensions from the National Insurance Services will receive a special $75 Christmas Bonus.
While making his contribution to the Budget Debate, Senator Ceaser said, despite the global financial turmoil, Government has been able to safeguard the interests of the youth. He noted that opportunities for employment are being provided for young people, through the creation of jobs in various sectors.

The letter was written by Eustace, requesting an explanation from the Speaker as to why he made a ruling on November 26th, while the Estimates were being debated.
According to Eustace, the Speaker made a ruling which prevented opposition Senator, St Clair Leacock, from making a contribution to the Estimates.
The ULP Senator said that he was impressed with the budget, and applauded Prime Minister, Dr Ralph Gonsalves for his presentation.
Senator Francis also stated that the ULP was elected at the right time in the development of the country and that Dr Gonsalves is the right man at the right time to run the country.
This ship which has a capacity of 1590 passengers and 650 crew members will arrive at port Kingstown at 6 pm today. This is the second time that Ocean Village 2 will be spending the night in Port Kingstown as it did on November 20th, 2008 during Tourism week celebrations.

Opposition Leader Arnhim Eustace had alluded to a case where a student nurse was not appointed as a case of political victimization. However, the Minister of Health responded by stating that this was not the case and revealed that upon investigation of the matter, the supervisors gave a reasonable explanation, the reason why the appointment was not made.
Minister Slater said that instead of victimizing, government has been giving more young people the opportunity to become trained nurses.
Senator Francis said the wall was a disaster waiting to happen and made a call for citizens to take proper care when constructing buildings and walls to ensure that there is proper drainage on their premises to prevent erosion, which will lead to more landslides.
Reports state that Clouden and a young man, Jomo Brudy were together when a mask gunman came up and shot both of them. Brudy was rushed to the Milton Cato Hospital for medical treatment, but Clouden succumbed to her wound and died on the spot. The police are carrying out investigations.
Caesar, who was the featured speaker for the evening, said it was just a small group of persons, who, by their activities, were giving Sharpes a bad name. Caesar said that change begins at the individual level, and called on all residents to play their part and ensure that their community is restored to a peaceful one .
Within recent times, the community has built up a reputation of being an area where criminal activities are rampant.
Minister Walters says the opposition never supported LIAT when the airline was facing its trying times but now they are singing the praises of the airline. The Minister says the entire budget is aimed at easing the plight of the poor with various Government interventions to support this aim.
Minister Walters also noted that the Government is committed to improving Air access to and from the country and this is evident in the completion of the Jetport in Canouan and the commencement of Work on the International Airport at Argyle.
Delivering the feature address at the launch, Senator Ceaser congratulated Mr Joseph for taking the initiative in motivating young people to excel. He said the book will serve as an inspiration to those who are trying to fulfill their dreams.

Prime Minister Dr Hon Ralph Gonsalves while delivering his budgetary address on Monday gave an overview of the plans. Dr Gonsalves also outlined the measures to be taken to help reduce the level of crime on tourists.
Prime Minister Dr Ralph Gonsalves while delivering his budgetary address on Monday said that his government is aware of the challenges and is satisfied that much more can and should be done by the Ministry in critical areas in both banana and non banana agriculture.
This signing makes it possible for this country to receive EUR 7.8 million as part of an indicative programme of EC aid. Another EUR 1.9 million has been set aside to be utilized in the case of emergencies.
The proposal is to allocate 80% of the indicative EUR million to modernisation of the public service in the health sector. The specific objective is to improve the delivery and efficiency of this public sector service so as to improve the health status of the people of St Vincent and the Grenadines.
It will include the incorporation of the Information Communication Technology in the development of health information systems across the health sector within the public service, the inflation of the National Health Sector Strategic Plan and review and update of health sector legislation.
Sector budget support is the preferred delivery mechanism to expedite the disbursement of European Commission assisatance to St Vincent and the Grenadines under the 10th EDF, as it will permit more effective allocation of funds.
European Commission aid provided to St Vincent and the Grenadines since 1979 is estimated at EUR 140 million. The budget share, which is almost three times the amounts given under the EDF, has come through specific mechanisms to expedite the ongoing restructuring of the banana sector and support economic diversification.
It is the culmination of the 2008 Theatre Arts Festival organized by the Ministry of Culture in collaboration with the National Commercial Bank. The festival was held under the theme: ‘Upholding the Creative Arts through Community Participation’ .
Drama Development Officer, Martin Quashie, said the activity promises to be an evening of fun, laughter and real Vinci Drama. He said that the 2008 Drammy Awards is designed to reward local dramatists for their talent and creativity. He added that a packed and exciting program will be in store for patrons. Browne was speaking at a news conference yesterday morning. The conference was held to update the media on the progress made by the NIPI during the year, in promoting the fashion and creative industries, regionally and internationally.
Ms Browne noted that the value of world exports for creative goods and services industries has reached a staggering 424.4 billion dollars. She also said that the NIPI is also moving to do more to enhance its ability to develop the creative sector.
Also present at yesterday’s conference were the seven local designers who represented this country at Islands of the World Fashion week. They expressed gratitude to the NIPI and the Centre for Enterprise Business Gateway Project for their assistance in allowing them the opportunity.

Dr Gonsalves said that the country saw a marked reduction in HIV/AIDS cases for the first half of the year and even though they have revolutionized treatment for the disease, it still remains an area of concern.
He noted however that his government remains focused on a strategic objective of building a modern, competitive, many sided post colonial economy.
Sir Frederick also indicated that with the existing and looming challenges ahead, we need to lift our productivity and production of marketable goods and services, in order to survive.
Acting Family Planning Coordinator Mrs. Naomi Prince, who was on hand at the handing over yesterday, indicated that the condoms can be retrieved by just inserting into the machine. She also assured that the Ministry will ensure the prompt reloading of the machines to ensure that the condoms are available at all times.
This initiative is being done in collaboration with the World Bank. World AIDS Day was celebrated on Monday December 1st under the theme Stop Aids Keep the Promise.
Choirs will perform 2 songs, a traditional carol and an original Christmas song. A number of other acts, including a presentation by the Police Drama Club will accompany the choirs at this much anticipated event.

This afternoon’s Budget presentation will be preceded by the Throne speech which will be delivered by Governor General Sir Frederick Ballantyne, who will declare the new session of Parliament open.
The Budget presentation follows the approval of the 2009 Estimates of Revenue and Expenditure, following debate in Parliament last Wednesday. Prime Minister Gonsalves presented Estimates amounting to Seven hundred and fifty million nine hundred and four thousand and ninety one dollars.
This figure represents an overall decline of 0.9% or $6.46 million dollars, compared with the total Estimates for 2008.
The Society has also partnered with a number of business houses, agencies, organisations and individuals, who will wear T shirts on World AIDS day donated by the society, depicting different aspects of HIV/AIDS awareness in commemoration of the day.

Speaking at this morning’s ceremony, Prime Minister Dr. Ralph Gonsalves gave special regard and thanks to some of the past members of the Commissions. Prime Minister Gonsalves also congratulated the new appointed members of the commissions and gave an overview of their job experience.
. The March will commence at 3:00 pm and will take the route of villages throughout the Sharpes community. Leroy Rock, president of the organisation said that the aim of the organization is to rebuild the community through positive activities.
He said the Sharpes community has been plagued with a number of criminal activities in recent times and the event is intended to address some of the concerns of villagers.
He further noted that the event will encompass a number of groups and organizations which share the same vision for the community. He also added that a number of community outreach activities are also planned for the New Year.
Saturday’s Rally will include cultural performances from the 2008 Panorama champions Starlift Steel Orchestra, the Largo Height Pan Assembly and the Avenue Dancers.
Prime Minister Dr. Ralph Gonsalves, who delivered the feature address stressed that Education is the nation’s way to eliminate poverty and gave the assurance that his government will continue to provide incentives that will aid in the development of the Education System.
Dr Gonsalves says since the ULP administration came into office in 2001 they have been developing the Education system as one of their avenues through which they can develop the nation holistically.
The Prime Minister says it is because of the government’s vision for the state why they are doing so much work with education because Education is a tool which they can use to maximize the development of a post colonial economy.
The program was funded by the Government in collaboration with the European Development Fund and delivered by Cambridge Education Ltd and the University of the West Indies, Mona, Jamaica. The graduation ceremony was held under the theme “Triumphantly, we have endured”.
Meanwhile Minister of Education, Girlyn Miguel reminded the teachers that with what they have learned they will be better equipped to handle diverse classroom situations. Mrs. Miguel is therefore encouraging the teachers to return to their classrooms and put what they have learned into practice and to also share the knowledge.
Mrs. Dougan was delivering an address at the Graduation ceremony yesterday for eighteen persons who successfully completed a Special Certificate program in Adult and Continuing Education. She said there is need to lift the literacy levels here in order to grapple with the changes worldwide.
The 37-weeks program was delivered by the University of Technology (UTech) in Jamaica. The program was funded by the European Development Fund to the tune of 200-thousand EC dollars.
In addition to a Candle Light procession, the parade will also include over two hundred drummers and dancers, cyclists and other individuals.

Matthews stated that the President and the Public Relations Officer are the only ones authorized to speak on behalf of the union, except in cases where other officers are officially designated to do so and that the constitution states that the President shall be responsible for all official releases of the Union within the Union and the Public and the press.
John turned up a news conference Wednesday with past president, Otto Sam, stating the Union will hold a picket outside Parliament on Monday to highlight the union’s claims for a ten percent at the mid-point range in the reclassification issue.

Matthews said that the views expressed by the General Secretary is not a true reflection of the membership and since he did not have the legal authority to call conferences and make official releases, the public and the general membership are asked to disregard such statements made by the General Secretary.

The 2009 Estimates, amount to 750-million 904-thousand and 91-dollars, representing an overall decline of 0.9-percent or 6.46-million dollars, compared with the total Estimates for 2008.
In presenting the figures however, Prime Minister Dr. Ralph Gonsalves indicated that the recurrent budget is up by 35.99-million dollars, or 7-percent, while the capital budget is down by 42.46-million or 17.7-percent.
The Prime Minister gave an explanation as to why this year’s overall figure was lower than that of last year. The Prime Minister noted that government will derive most of its revenue from taxes, during the 2009 fiscal year.
Each defendant is to pay to the claimant, assessed damages of $160,000., cost in the High court in the sum of $33,000.00 and the cost in the Court of Appeal in the sum of $22,000.00.
The court also awarded interest against each defendant on the judgment of 3% from service of writ to the date of judgment in the High Court and thereafter interest at the rate of 5% on the total award against each defendant of $215,000. This is the highest ever made by the Eastern Caribbean Supreme Court in a defamation action.
Lynch, on a New Times programme, had falsely and maliciously accused Prime Minister Dr Ralph Gonsalves of corruptly using state funds to pay for airline tickets from St Vincent to Rome for his daughter and mother and to pay for their hotel accommodation.
This statement has been proven to be false and the evidence before the court the High Court established that at the time he made the defamatory remarks, Lynch knew that the government of St Vincent and the Grenadines did not pay for the Prime Minister’s daughter and mother to travel to Rome nor did the state pay for their hotel accommodation.
Lynch and BDS Ltd had previously lost the case in the High Court and the Court of Appeal. Master Cheryl Mathurin, in her ruling stated that ‘Aggravated damages are payable because of the way in which the defendant has behaved to the claimant.
In highlighting the importance of having an International airport, David gave an account of the challenges that Grenadians faced before the construction of their airport. He noted that an international airport would have a transforming effect ion the country’s economy.
David said that his government is inspired by a number of projects here in St Vincent and the Grenadines and that they in Grenada will be embarking on similar projects as well.
Dr Gonsalves also received high praise for his leadership and policies by representatives of regional fraternal parties who attended the convention and gave short addresses. Dr.Wykeham Mc Neil Spokesman on Tourism and Entertainment and Dr.Fenton Fergusson Spokesman on Health represented the PNP of Jamaica, while Mr Roger Smith an Executive Member from the Barbados Labour Party spoke on behalf of his party, and Phillip Alexander and Chester Humphrey Executive members for the NDC in Grenada.
Also speaking at the launch was Cultural Officer Anthony Theobalds, who indicated that students who win the poster competition will be able to gain points for their village in the Village Best Village competition. Vincentians are being encouraged to keep their surrounding clean as the Ministry of Health hosts its annual environmentally friendly schools competition.
The Competition is being held in collaboration with the Central water and Sewage authority and the Rotary Club of St. Vincent South. The theme is “protect your environment protect your future, start in your school today”.
The release further states that on arrival all animals or animal products must be accompanied by an original export health certificate from the country of origin. And for inspection, the original export health certificate and valid import permit must be presented in order to certify that all times or animals imported, including eggs, correspond to the documents provided.

The Order Paper for Wednesday’s meeting also includes the 2008 Appropriation Bill, which will be read for the first time. There is also a Resolution to be presented by Prime Minister Dr. Ralph Gonsalves, seeking permission for Parliament to authorize Government to borrow by fluctuating overdraft from the local Commercial Banks not more than 60-million dollars, to meet the requirements of the Government for the period January 1st to December 31st, 2009.
Following this week’s meeting, Prime Minister Gonsalves will present the 2009 Budget on Monday December 1st, following the ceremonial opening of the Fourth Session of the Eighth Parliament. Governor General Sir Frederick Ballantyne will deliver the Speech from the Throne and declare the new session of Parliament open. The event is scheduled to begin at 4:00pm on Monday December 1st.
Twenty-one other immigration and law enforcement officials from Antigua and Barbuda, Barbados, Grenada, Montserrat and St Vincent and the Grenadines participated in the four-day training workshop, which introduced them to the tools and techniques required for properly examining international travel documents and detecting fraudulent ones.

The two Vincentians will be among 300 LIME customers from across the Caribbean who will be in the Grand Prize Draw for US$1 million to be drawn on January 9th in the Cayman Islands.
The Ministry of Telecommunications, Science and Technology and Industry, in collaboration with the Eastern Caribbean Telecommunications Authority, will be hosting the public consultation at Frenches House in Kingstown. The major topics to be discussed in the policy include ICT Infrastructure in government, ICT in Business and ICT in Civil Society. The consultation is scheduled to commence at 9:00 am.
The second consultation will be held at the Petite Bordel Secondary School on December 4th at 7:00 pm. The Commissioner of Police Keith Miller, Parliamentary representative Hon Jerrol Thompson and Divisional Police Commander Superintendent Artis Davis will be in attendance.
Aloma Williams of the Ministry of Health and the Environment says the aim of Competition is to instill in the schools student population a sense of responsibility not only in maintaining but improving their schools environment. Williams said that the competition will be judged in four main categories. The Poster Competition was also launched yesterday.
