LIAT
SHAREHOLDER GOVERNMENTS TAKES ACTION TO MAKE AIRLINE FINANCIAL VIABLE
A number of tough decisions were taken yesterday by shareholder
governments of the regional airline, LIAT, including cutting back on routes as
they seek to make the Antigua-based airline financially viable.
The prime ministers of St. Vincent and the Grenadines, Antigua and
Barbuda and Barbados, also held discussions with representatives of regional
trade unions that represent workers employed by the cash-strap airline in
Barbados yesterday.
Prime Minister Dr. Ralph Gonsalves, while speaking with reporters at the
end of the deliberations, said the decisions were necessary to ensure the
survival of the airline that operates 110 schedule flights daily. He said that the global economic crisis,
the price of fuel, competition on certain routes as well as from the Barbados
based low cost carrier Redjet and the Trinidad-based
Caribbean Airlines (CAL) among others had made it difficult for the regional
airline, but that all concerned were “working very hard to turn things

reduce the unit cost of operation. PM Gonsalves said that last year, the
airline lost an estimated EC$46 million EC dollars compared
with a loss of EC$20 million the previous year.

the Trinidad and Tobago Prime Minister Kamla Persad Bissessar to ensure there
is a level playing field in the region's airline industry. Gonsalves said that
the board of directors had presented the shareholder governments with a number
of options to keep the cash strapped carrier servicing the region.
The meeting was taking place amid severe criticism from the labour unions, headed by chairman of the Regional Grouping
of Trade Unions, Chester Humphrey, that they had not been given sufficient time
to study the strategic plan outlined by the airline. Host Prime Minister Freundel
Stuart said he was satisfied with the progress made during the meeting

GEORGE SECONDARY SCHOOL RECEIVES DONATIONS FROM VINCY CARES AND HOPE FOUNDATION
The Agricultural, Sporting and Music programmes at the West St.
George Secondary School were all recently presented with books and various
other items to that institution. The
donation of several trays, plant material and a variety of seeds were presented
by Mr. Kensley ‘Shortmus’
John and Ms. Marcelle Burgin both of Vincy
Cares. Mr. John, who is the Founder
and President of the USA based Vincy Cares, both which also has a SVG body,
explained that the initiative resulted from discussions held with Parliamentary
Representative for West St. George and Minister of Health, Wellness and the
Environment Hon. Cecil McKie, while he was in Washington in May 2011. The Minister at that time explained his
vision for a healthy West St. George and SVG and the plan for an aggressive all
encompassing wellness drive for the nation.
The project will allow about sixty (60) plant material pouches to
be placed in the tray. Hot water is
then pored over each pouch (size of two draughts knobs) which will cause it to
swell to a height of three (3) inches.
The seeds are then planted in the soil and will germinate within days
after which the entire pod, which is degradable, is transferred into natural
earth after about two (2) weeks.
The Principal, Agricultural Science teacher and Agricultural
students were all excited about their new possibilities of feeding the school
population with healthy fruits and vegetables and even sale of these items to
raise funds for other projects.
They all see this as augmenting their existing vegetables and poultry
projects which face several challenges.
The Principal, Physical
Education teacher and Athletics were equally as excited with the donation of
several pairs of sprinting boots (spikes) to advance their track and field
programme. The West St. George
Secondary School is widely recognized as an up and coming powerhouse in sports,
particularly track and field, in which their athletes would have performed well
in the secondary school sports over the years. The donation was facilitated by the Area
Representative, Cecil McKie and was made possible by the HOPE Foundation
(Buccament Valley).
Interest was also shown by a business entity operating in the
community which committed to partner with the school on the agricultural and
music programmes. The school
participates in many cultural activities and is also developing their music
programmes with a musical band made up of many students to show for their efforts.

inform the general public on what it says are developmental matters at the
authority. Chief among them was the
revision of rates charged to various consumer categories for water supply,
sewerage and solid waste services.
General
Manager Garth Saunders in addressing the media said that the authority has over
the years had significant increase in expenditure and a shortfall on revenue
hence the reason for the increase.
He says however that CWSA operating as a monopoly and statutory body it
is not allowed to raise its rates as other business would but that it is tied
to a rate since 2007.
Mr.
Saunders said that the CWSA has had many challenges which caused them to
undertake close management practices by scaling back on some of its projects
and prioritizing others. Saunders went on to give an outline of the current
charges and the new ones that will be introduced soon.

Canada with Canadian labour officials where reports were presented. He said
that from the reports he observed that for every one OECS worker there were 13

WOMEN’S
CONGRESS TO BE HELD IN MARCH
A major congress which will bring together women from all
walks of life will be convened here in St. Vincent and the Grenadines in
March. The Congress will be held
under the theme: ”Women Rising, Crisis and
Response: Women as Agents of Change,” March 21-22nd. The
objectives of the Congress are to: create an understanding in women of their
role in National Development, within the context of the Beijing platform for
Action, the Commonwealth Plan of Action for Gender Equality, and the Millennium
Development Goals; provide a forum for the voices of women in all sectors to be
heard. This will include the concerns of rural women, the disabled, youth,
indigenous and Rastafari women. Another objective is
to build national solidarity among women and women in groups.
A number of themes with Gender Equity and women’s
rights, including Indigenous Women, as a cross-cutting theme will be explored.
These will include; economic development, trade and finance; peace and
security; education; health, and leadership and political participation. Organisers say the major outcomes of the
Congress will be a statement reflecting the views from a wide cross section of
women that will influence policy, and translate into better socio-economic conditions for
women in the areas that affect them most. A Platform for women to build
national solidarity and maintain a voice in the process of national development, is also expected to be another of the outputs
of this event.
The Congress is being coordinated by a broad based
organising committee with support from the National Council of Women, the
Venezuelan Embassy, the Organisation of American States (OAS) and the Gender Affairs Division- Government of
St. Vincent and the Grenadines.
VAT
PERFORMING REASONABLY
Prime Minister and Minister of Finance Hon Dr Ralph
Gonsalves says that the Value Added Tax which was introduced in St. Vincent and
the Grenadines in May 2007, to replace the consumption tax and several other
taxes, has performed reasonably well and now accounts for over forty percent of
current revenue. Dr Gonsalves
made the revelation while delivering the 2012 budget speech in Parliament last
week. He said that
notwithstanding this performance, VAT revenue has continuously fallen since
2008, moving from $153.54 million in 2008 to $132.30 million in 2011.
The decline in the VAT collections he pointed out is partly
attributed to the global economic recession with its consequential impact on
the domestic economy. Other factors he said that have contributed to the
downward movement are increases in the exempt and zero-rated items, reduced
level of compliance by VAT Registrants, and increased levels of fiscal
concessions granted.
The Prime Minister said that the reduction in the level of
tax compliance is particularly troubling as persons are collecting taxes on
behalf of the Government and failing to pay over these funds to the
Treasury. He continued that as at
December 2011 arrears of VAT were estimated at $25 million, including interest
and penalties due on overdue amounts.
Dr Gonsalves said further that as the Government can no
longer tolerate such behavior by a few delinquents it
will be implementing some measures aimed at reversing the downward trend in
revenue from the VAT, and correcting the weakness in the administration of the
tax. These
include Stricter enforcement of the VAT Act and the
Income Tax Act regarding collection of unpaid amounts and the removal of some
items from the zero-rated list by transferring them to the exempt list.

VECTOR
CONTROL UNIT TO MAKE REGULAR VISITS TO SCHOOLS AND PUBLIC PLACES
The Vector Control Unit within the
Ministry of Health Wellness and the Environment will be intensifying its
activities this year and as a result, will be making regular visits to schools
and other public places.
This announcement was made by Chief
Environmental Officer Rupert Doyle. In an interview with the Agency for Public
Information API, Doyle said in light of a situation recently where rodents
affected the Kingstown Preparatory and Buccament schools, the Vector Control
Unit would be visiting all schools to carry out an assessment for the benefit
of reducing the rat problem.
Doyle further explained that the rats
are nocturnal creatures, which prefer to visit places at nights in search of
food. He said that once food is provided, the creatures will not only continue
to visit but that they will stay. He went on to state that what happened with
the two schools is that over the holiday period, bits and pieces of food
particles were left about and so the rats visited and they stayed.
While the Vector Control Unit has
brought the situation under control, Doyle is appealing to everyone to play his
or her role in keeping the environment clean and rodent free. Doyle added that
the communities and especially farmers must make sure that farm lands
particularly those close to schools are properly cleaned and sanitized and
dispose properly of waste foods from the fields. He further called for everyone
to work together on this matter.

recent visit to Palestine is not an indication of a refusal to have relations
with Israel. St. Vincent and the
Grenadines (SVG) is among several Caribbean Community (CARICOM) territories
that recognise the Palestinian state.
Dr Gonsalves was speaking yesterday at his 299th press
conference on his15-day trip that took him to Bethlehem, Georgia, and
Azerbaijan. He said that relations between Kingstown and Jerusalem are still
important.
Dr Gonsalves went on to inform reporters that Palestine has been
around since the days of the Bible and occupy a swat of territory where the
Palestinians, Arabs, and Jews have lived for thousands of years. He noted the U.N. resolution last year,
which says that both Palestine and Israel must have their separate states. The boundaries of the two countries are
to be decided but the U.N. says that both states must be secure and live in
peace. PM Gonsalves also said that
despite both states being the central conflict in the Middle East, all Arab
nations support Palestinian independence.
